The day started
early on this cold morning as the House Subcommittee on Education Innovation
meeting started at 7:30. They took up
HB389, Delegate LaRock's bill to establish "Parental Choice Education
Savings Accounts." For an
explanation of this bill, please see the January 14th posting on this blog.
Our best chance
to stop this bill is in the Senate, but today's outcome was encouraging as
opposition was bipartisan. VSBA, VEA,
and the Commonwealth Institute spoke against the bill; however, the bill advanced
on a 5 to 4 vote:
YEAS--Greason, Bell, Richard P.,
Robinson, Dudenhefer, Leftwich--5.
NAYS--Yancey, McClellan, Tyler,
Bulova--4.
HB389 should go
to full committee tomorrow. Below is a
